My experience and knowledge of irrigation in South West Victoria is limited.

A fact I have picked up from the reading is that 29% of farms in the area do have irrigation.  I think that it is an allocated system and I do not think there is likely to be any further allocation. All the more reason for efficient use. 

Together with the rainfall and temperature for the area with in the case of rainfall is quite high and the temperature a limiting factor for growth.
